W. Stewart Connard

Stewart Connard arrived at Shippensburg University in 1968 as a transfer student. He graduated in 1970 with a degree in business education majoring in accounting and management. After teaching business in high school and for a short time in financial services, he was hired by the Internal Revenue Service (IRS) in 1973 as an Internal Revenue Agent.
     During Stewart’s 36-year career with the IRS, he specialized in partnership income taxation, taxation of real estate, high-wealth individuals, and abusive tax shelters. Later in his career, he was promoted to the position of Partnership Technical Adviser and traveled around the country advising IRS agents on their complex partnership audits and assisting IRS & U.S. attorneys in litigating civil and criminal tax cases. Stewart’s work at the IRS gave him an understanding of intricate real estate transactions and complex investments. Stewart states, “Working as an Internal Revenue Agent is an invaluable experience to learn how wealth is created or lost! The experience helped me to invest in real estate and the stock market.”  
     The accounting program at Shippensburg University prepared him for his successful career with the IRS and for becoming a certified public accountant. His business education background laid a strong foundation to instruct IRS employees in partnership tax law, which subsequently led to a second career teaching continuing professional education courses in partnership income taxation to accountants and attorneys.  
     Stewart hopes that students receiving this scholarship will be prepared to pursue a meaningful accounting career and hopes they will consider public service. He hopes all scholarship recipients will learn and prosper from their education at Shippensburg and eventually give back for the benefit of others.
